OVERVIEW
The congress, a retreat-style event, is a development opportunity for junior national security professionals on a contemporary topic.
The topic for the Congress is ‘Antarctica and the Southern Ocean: Regional Strategic Security Dimensions’.
Australian foreign policy is intimately interested in the governance of Antarctic territory on two fronts. Firstly, as a claimant of territory and secondly, as a supporter of scientific and environmental values within the Antarctic Treaty System (ATS). The ATS has been crucial to the stability and cooperation that has been present on the continent and its surrounds since its signing in 1959. Historically, Australia’s interests have extended to ensure that Antarctica remains undisturbed by conflict and/or disputes through championing non-militarisation and international scientific cooperation. Over time, there has been a considerable increase in both commercial activity and interest in scientific research, which has led to a vast array of actors asserting sovereign claims over Antarctic territory.
The Congress will examine the regional security implications of geostrategic competition in Antarctica, with a particular focus on recent developments and the Antarctic Treaty System.

The Congress operates strictly under the Chatham House Rule. Participants are free to use the information received, but neither the identity nor the affiliation of speakers, nor that of any other participant, may be revealed.

Costs include all meals, accommodation onsite and course materials.
Location: ANU Coastal Campus, Kioloa, NSW South Coast (about 30 min drive north of Bateman's Bay).
Date and Times: From 5pm Friday 31 May to 1pm Sunday 2 June 2019.
Accommodation is shared student accommodation – it is basic but comfortable.
Refunds and cancellations - full refunds will be offered until Friday 17 May (when final numbers are given). Any unpaid registrations on this date will be cancelled unless a prior arrangement has been made.
