Space systems provide essential capability to the ADF, law enforcement, intelligence and civil defence agencies, as well as every sector of the Australian economy. This Congress will examine the strategic national security dimensions of space policy, systems and capability across Government, including the opportunities and challenges associated with increasing global access to, use of and reliance on space. In particular, it will consider Australia’s role in managing the growing strategic competition and fragility of cooperative efforts in space as it becomes ever more congested and contested.
The establishment of the Australian Space Agency creates an important opportunity for policymakers and all Australians to consider what role Australia can and should play in this increasingly significant domain. What sovereign capability is required? What space policy settings will best advance our interests? Is a “rules based order” in space possible? How do we work with the international community to establish norms and build trust? How can Australia maximise its resilience to disruptive events in space, including denial of key communications systems? These are just some of the key questions this Congress will consider. CONFIRMED GUEST SPEAKERS
The following are just some of our subject matter experts who will help our participants tackle these challenging questions. We are very privileged to be able to present to you such a diverse range of high calibre speakers and are extremely grateful to them for donating their time.
David Ball - David is the CEO of the Space Environment Research Centre and has 25 years experience in the Defence, space and telecommunications industries. A significant portion of his career has ben spent specialising in satellite communications.
The Hon. Madelyn R. Creedon - Madelyn is the 2018 Alliance 21 Fellow. She has had a long and distinguished career in U.S. government service, most recently as Principal Deputy Administrator of the National Nuclear Security Administration (NNSA).
Anntonette Dailey - Anny is an Executive Director at the Australian Space Agency, commencing soon after it was established in July 2018. She is a chartered professional engineer and has extensive experience in the public sector (particularly in strategic policy) and has also experience in consultancy and the not-for-profit sector.
Steven Freeland - Steven is Dean of the School of Law and Professor of International Law at Western Sydney University, Australia where he specializes in International Criminal Law, Commercial Aspects of Space Law, Public International Law and Human Rights Law.
Darin Lovett - Darin is Manager of the Systems Analysis Laboratory and Boeing Phantom Works International. He has more than 25 years experience in strategy and capability development for the Air and Space domains including working in Australia's joint Defence Space Coordinating office and for the US Executive Agent for Space within the Pentagon. Darin is a graduate of the International Space University,
The Hon. Kate Lundy - Having served as a Senator in the Federal Parliament for nearly 20 years, Kate continues to focus her energy on technology and innovation. In 2017 the ANU awarded her a Doctor of Letters for her exceptional contributions and advocacy in tis area. She is the ACT Defence Industry Advocate.
Pamela Melroy - Pam Melroy is a retired United States Air Force officer and a former NASA astronaut. She served as pilot on Space Shuttle missions STS-92 and STS-112 and commanded mission STS-120. Pam is currently the Director of Space Technology and Policy at Nova Systems.
David Radzanowski - David is Senior Vice President of the Equator Corporation currently fulfilling the role of Strategic Business Director for Australia's Future Submarine Program, the largest Defence procurement program in Australia's history. He has previously held positions as the CFO of NASA and as Chief of Staff and principal advisor to NASA Administrator Charles F. Bolden, Jr.
Anthony Wicht - Anthony focuses on space systems and the policy frameworks and business models that support them. In 2017, Anthony was the Alliance 21 Fellow based in Washington DC, developing Australia – US space relations. He currently works as a Manager with Bain & Company in their Sydney office, and has held previous positions in government, academic, not-for-profit and corporate organisations.
